Regulatory changes
» The Communiqués on the Fines to be Applied in 2019 in accordance with article 9 of the Natural Gas Market Law No.4646, article 16 of the Electricity Market Law No.6446, article 19 of the Petroleum Market Law No. 5015, article 16 of the Liquefied Petroleum Gas (LPG) Market Law No. 5307 is published in the Official Gazette on 21 December 2018. The related fines were increased and the increase was made by re-determining the administrative fines regulated in the cited articles of the relevant laws by increasing 23.73% as revaluation rate for 2018 in the General Communiqué of the Tax Procedure Law (Serial No: 503). Changes will be effective from 01/01/2019.
» The eligible consumer reduced the limit to 1600 kW / s. Those with electricity consumption above this limit will be in the free consumer category. With this arrangement, the subscribers with monthly electricity bill of 67 TL and above can benefit from the free consumer application and will be able to get electricity by signing a bilateral agreement with their chosen supplier. » Energy Conference was held at the Sabancı University Istanbul International Energy and Climate Center. The World Energy Outlook 2018 Report was presented at the conference. Among the participants, the President of the International Energy Agency. Fatih Birol made a statement on climate change and said that with the existing global energy infrastructure, it is not possible to achieve the climate targets within the scope of the Paris Agreement and that the existing structure has destroyed 95% of the targets. » Azerbaijani state energy company Socar, far TANAP via Turkey to about 750 million cubic meters of gas delivered and that the end of the description is predicted to reach 1 billion cubic meters of natural gas to Turkey shipments up through TANAP was made. » The decision by the Energy Market Regulatory Authority (EMRA) on the continuation of biodiesel blending obligations of distributor license holders for 2019 was published in the Official Gazette on December 20, 2018. The decision recognizes the obligation of the distributor license holders to collate the biodiesel as a single liability period for 2018 and 2019, and it is stated that the distributor license holders operating in any of the 2018 or 2019 years will continue to have their blending obligations for the year in which they operate.
» The date in the temporary Article 1/1 of the Estimated Consumption Value Determination Methodology has been changed to 01/01/2021.
» POAŞ Derince Facility operating under the transmission license has been amended and approved.
» Procedures and Principles on the Amendment of the Procedures and Principles regarding the Interconnection Costs have been accepted. Accordingly, only Article 2 of the relevant procedures and principles has been revised.
» Procedures and Principles on the Amendment of the Procedures and Principles for Counter Control Prices have been accepted. Accordingly, only Article 5 of the relevant procedures and principles has been revised.
» The amounts to be applied as of 01/01/2019 are determined in accordance with 26/4 of the Electricity Market Consumer Services Regulation.
» In accordance with Article 2 of the Procedures and Principles for Cutting Binding Prices, the amount of shear bonding costs to be applied as of 01/01/2019 is determined.
» As of 01/01/2019, the meter control prices to be applied as of 01/01/2019 have been determined within the scope of the Procedures and Principles regarding Counter Control Fee.
» Electric Power Generation of Renewable Energy Sources under the Law Concerning the Purpose, Electrical Turkey Average Wholesale Price for 2019 20.48 Krş. / kWh was determined to be.
» Power Quality Measurement The prices to be applied in 2019 are determined for the service charge.
» The amounts to be applied in 2019 are determined for the payment notification and the second notification services of the supply companies from the distribution companies.
» In accordance with Article 31/2 of the Regulation on Electricity Production in Electricity Market, the application fees to be applied by the network operator in 2019, the annual system operating costs to be collected by the supply companies and the annual system operating costs to be collected by the distribution companies were determined.
» In the event that additional data is requested within the scope of Automatic Meter Reading System determined by Board Decision No: 6520, it is decided to apply the amount to be collected as 7,22.-TL for 2019.
